National Partnership Structures

There are three key strategic bodies working at a national level:

  Scottish Partnership Forum (SPF)
      *   Scottish Workforce and Staff Governance (SWAG) Committee and
      *   Scottish Terms and Conditions (STAC) Committee


SPF and SWAG
have formal constitutions, are tripartite and co-charied, with membership made up of representatives from the Scottish Government Health and Wellbeing Directorate, NHS Scotland Employers and Trade Union/Professional Organisations.

  • SPF – provides a forum for all national key policy leads to engage with key stakeholders to inform thinking around national policies on
    health issues.  SPF also provides the strategic link from the Partnership Groups into the Health and Social Care Management Board, the Quality Alliance Board and Health and Social Care Directorates.
  • SWAG – provides a forum to address workforce issues that require Scottish-wide solutions, working in conjunction with the SPF to ensure
    that NHS Scotland operates as an exemplary employer.  It also supports the Scottish Government Health and Social Care Directorates in the development and implementation of employment policy and practice for NHSScotland.

STAC
also has a formal constitution but is a biparite group comprising of NHSScotland Employers and Trade Unions/Professional Organisations.

  • STAC – exists to collectively negotiate terms and conditions issues for NHSScotland staff, other
    than those which pertain exclusively to recognised separate UK collective bargaining arrangements.
